ARMY OFFICERS CONTRIBUTORY EDUCATION FUND (AOCEF)


 

  • AOCEF scheme for permanently commissioned officers of the regular Army was instituted on 01 Oct 1959 on a voluntary basis.

  • On 01 Oct 64 similar fund was instituted for EC and SS Officers of the regular Army. On 01 Jan 74 both these funds were amalgamated and all Army Officers incl EC and SS Officers became members of the Scheme.

  • Army Postal Service Officers (Temporary Commissioned Officers) were permitted to become members wef 01 Jan 79.

  • Presently all regular, SS, SL, RC & APS Officers are members of the AOCEF.

  • Upto 31 Dec 1996 the rate of subscription was Rs 5/- pm and the officers were getting Rs 25/- pm as scholarship for their children between the age of 10 and 18 years i.e. for 8 years for maximum of two children with no limit for handicapped children.

  • The subscription and scholarship amounts were raised to Rs 10/- pm and Rs 50/- pm respectively since 01 Jan 1997.

  • AOCEF scheme was further revised with effect from 01 Apr 03. The subscription has been revised to RS 50/- pm and One Time Education Grant of Rs 15,000/- is being paid to the officers on attaining 18 years of age by their wards between 01 Apr 2003 and 31 Mar 2008.

  • One Time Education Grant has been raised from Rs 15,000/- to 18,000/- with effect from 01 Apr 2008 for the wards of Officers completing 18 years of age on or after 01 Apr 2008 without any change in subscription rate.

  • Officers, whose wards complete 28 years before receipt of their applications in AOCEF are not considered for AOCEF benefits.

  • The benefits are applicable to a maximum of two children and extended to third child only if handicapped.

  • Officers proceeding on retirement/ release before completion of 26 years of commissioned service are required to forward appendices Appendices 'A' & 'B' and pay balance subscription to complete 26 years of subscription in one lump-sum before proceeding on retirement.

  •  Officers who do not submit the above option certificate and do not pay the balance of subscription to complete 26 years before proceeding on retirement will not be eligible to avail the benefits under the scheme. The option certificate and the balance of subscription will not be accepted after retirement.
